Thus "digital citizenship" is a newer and evolved form of citizenship and moreover one which is necessary to and appropriate in the digital age/the Information Society. This new form of citizenship has multiple aspects but for our purposes the two most salient elements are that with this new form of citizenship goes certain rights – at a minimum to be able to have access to and to effectively exercise citizenship rights in a digital age; and on the part of the State the obligation to ensure that the citizen is in a position to exercise their digital citizenship in an appropriate and effective way.

There is it appears, two worlds of "Open Government Data"--one the world of smart phones, and Ipads, of apps and upscale "demographics" of interest to sponsors like Proctor and Gamble; and the contrasting world of slum dwellers without access to sanitation, of populations subject to systematic mal-and even corrupt administration --worlds where app providers and the folks who make the OGD available to them go public with multi-million dollar IPO's and ones where those with the courage to pursue public information may be putting their lives at risk.

After some 6 days of being unable to access or use my primary email address or account with gmail, as suddenly as it started the floodgates opened and I was once again able to communicate and feel in sync with the larger e-world of which I have been a part for the last almost two decades.
